It means nothing specific and it is not always 15 stars that show. It depends on the size of the flag that is used. Some groups like the VFW or such have made up meanings to the folds and stripes and stars, but there is nothing in the official Flag Code.

When the flag is completly folded and the stares are completly showing it is to remind us of our nation and ‘ In God We Trust ”
