I’m not sure but it might be where they store old books. I know when I went to the library once looking for a really old book, they had to go to their archives which was at a different location and request it. Took a couple of days.

Some publishers are getting into the mix of providing special services for libraries. Maybe that is it? Say you are looking for a book, and to borrow it from another library would cost a $25.00 fee. If this publisher would outright sell a used copy for less, then maybe they would do that instead of borrowing it from someone else?
I would contact the “service outlet” and ask them.
