what is ment by “lightening rod for opposition”?

e.g. “He was the public face of the by-law and the

lightening rod for opposition.” does this mean that he is standing up to the opposition?

It means he was the conductor – or in other words the go-between.

“the lightning rod for opposition” means that as he was the public face of the by-law he would be the target for the opposition, just as a real lightning conductor is meant to attract lightning, he would attract the anger or bad feelings of the opponents of the said by-law.
