Its just an expression. It means that you are kidding with someone. For example, If you tell your wife, “Honey, I used my day off to wash the car, do the laundary, & clean the house” (but you really didn’t), right when she starts to get all happy, you say “nah, I’m just yanking your chain”lol…..by the way, never do this to your wife!

It means you have a chain attached with a ball(usually a heavy metal ball) and you are dragging it around. The words mean, he has decide that he will not simply stand there and let someone chain him like others do. He will not grow up tame, meaning he will fight wildly against it.
