You need to not make promises you can’t keep. I mean don’t say things, like I will try and get the school to move the start time back. Say something, if elected you will do your best to make the students and teachers work together so that the school runs better. See if you can start a student court. This is where students who break the rules of the school go before their peers and either the principal or vice principal for their punishments. The court only sees minor rules. Things like failure to do homework, tardiness, writing and signing excuse notes. Any thing beyond this would go by the regular punishments.

Get to know your faculty and staff, as well as the student body.

Politics means schmooooozing!

Begin your speech with “I make no promises…” and end it with “I’ll do the best I can with the resources available to me…”
