OSHA Standards on Hard Hats?

In regards to Hard Hat protection and hard hat designated area. If employer requires Hard Hats to be worn in a designated area does every employee (including managers and supervisors) have to wear one? Is this an OSHA or State Law; or at the descretion of the employer? How should a hard hat area be marked or does it have to be marked? And if you know what section this law or regulation number it is in Osha or state law please let me now? Thank you

I am in California and this is a general industry not construction.

§3381. Head Protection.

(a) Employees working in locations where there is a risk of receiving head injuries from flying or falling objects and/or electric shock and burns shall wear approved head protection in accordance with subsections (b) and (c).

Additionally, the employer has the option of requiring hard hat use by employees, regardless of the rule. The employer has the option of having employees wear more PPE than the rule requires.

Cal-OSHA requires ALL personnel in areas with overhead hazards to don a hard hat, regardless of position or work being performed. See the Cal-OSHA link below for specific requirements for hard hat use. Additionally, any area with any overhead hazards must be clearly labelled as a “Hard Hat Required” area.
