No, it’s not true.

However, libraries will sometimes join regional networks where if you have a card at one library in that network, you can use it at pretty much any other library in that same network.

No – Library cards are only for the specific system (usually within a city or county) in which they’re issued. You can use the card at different libraries within that system (example: The New York City Public library card can be used at any public library in all five boroughs of New York – but cannot be used anywhere else.)

Nope. Library cards are usually given by the county you live in, but are generally accepted within any library in the county and occasionally neighboring counties have agreements to allow use of the other county’s cards.
