Unless you recieve an A that count as 100% then no. A 95% means you either at one point got a lower grade (B,C,D or F). Or some of the A’s you recieved weren’t a full 100%, A- isn’t weight as 100%, its more like 91%. So once the school or college adds those values togehter, You get your 95%. Which is very GOOD!
To Calculate your GPA from a percentage.
95% = X/4.0 * 100. Solve for X and your current GPA is 3.8!

Yes, unless your school counts an A+ as 4.33 instead of 4.0.
