A “false flag” operation is when one country (or military group) attacks another, but tries to mislead that country into blaming it on somebody else. OR, a country can attack itself, then blame it on somebody else. (In the Reichtag fire, Germany attacked itself, but blamed it on Poland, which it then invaded.)
Some people say that 9-11 was perpetrated not by al-Qaeda, but by Mossad, or perhaps elements of the U.S. government intent on bringing about a new order and/or stripping Americans of their civil liberties. Needless to say, this interpretation is not generally accepted.

false flag, if I remember correctly from reading Tom Clancy novels is when someone from one country approaches a suspected agent of another country claiming to want to give information. The person that made the approach is actually an agent of his country rather than a betrayer of it.
This may be to provide misinformation, identify agents working within their country under diplomatic cover, etc.
So I guess a terrorist could claim to have information when in fact he has other motives.
