It is y = 1/3x +2.4

Firstly, you flip the slope of -3 and change the negative sign to a positive because the slope is perpendicular.

Then plug in the coordinates

Now you have 1= 1/3(-4)+b

Multiply. 1= -1.3 + b

Add. 2.4 = b

Plug back into the original equation of y=1/3x + b

y=1/3x + 2.4
