You may have more luck getting a tagalog answer in a tagalog forum…not too many folks here speak or write it. Very few of us would have any clue what the tagalog site said to point you to a good one.
To answer your question in English though (you’ll need to read and translate), he was appointed governor of the Philippines following the Spanish revolution of 1868, when Queen Isabella was deposed. Here’s the site that I found: http://countrystudies.us/philippines/9.htm
