He was traded from Salamander because Bonzo didn’t like him. He had lost a toon leader to get Ender, who at the time hadn’t had enough training to be useful in battle.
He was traded specifically to Rat because Dink Meeker, a toon leader in Rat, who had observed Ender’s practice sessions with the other launchies, requested him. Dink saw that Ender showed promise and had come up with new techniques, like the feet first attacking position, that were extremely good.

Hmmm, it’s been a while since I read it, but I believe that aside from Bonzo hating Ender, Dink made Rose the Nose trade for Ender in order to train him as a part of Dink’s ‘toon.
Although the book never actually says it, I’m pretty sure that this was at Petra’s urging, as she was training Ender to shoot at the time; she liked Ender and knew that he would get no decent training if he stayed in Salamander Army.
