I don’t think Hydrogen can have 12 neutrons ever…..

so I’m going to go out on a limb and assume you mean 1 VALENCE electron in the 3s electron subshell.

If thats the case, then to get to 3s^1, you have:

1s^2, 2s^2, 2p^6, 3s^1 = 11 electrons

11 electrons without oxidation = an 11 proton element

11 protons = Potassium, K
