It’s talking about the human condition. If you’re of a pessimistic mindset, it can be interpreted as “those who are in the most misery are also most likely to grasp at or see miracles where there maybe none.” If you’re of an optimistic mindset, then it would come across as “those who are in the most misery are also most likely to appreciate the miracles found throughout daily life.”
