It’s a modification of the phrase “a STEEP learning curve”, which means that either the task is difficult or time-limited, it can also suggest that the student is starting from “zero” knowledge, and in a short period of time has to master the subject to a high level.

Think of the x-axis as being “time”, and the y-axis as being “knowledge obtained / mastered”.

This comes from military pilots (perhaps via engineers)… training is quick and high-pressure, therefore “steep”.

Perhaps then, a vertical learning curve is one almost impossible, and the student then is either unable to learn, or a genius IF the learn it.

Regarding “Raptress’ ” answer… if they WEREN’T learning anything, the line would be HORIZONTAL !!

Reading individual verses without reading verses around it will sometimes lead a person to ask “What does that mean?” or say “That doesn’t seem to make sense.” Who are the people who are “ever learning and never able to come to the knowledge of the truth”? Read verses 1 to 6 in 2 Timothy, chapter 3.

It means they are not learning anything new. Or perhaps cannot digest anything new. They are not moving up hence a vertical line.
