In the late 1490’s Portugal did control the ports along the African coast and to routes to India. Vasco De Gama had sailed around Africa to India. The Portuguese also controlled the Malacca Straits in what now is Indonesia. The Pope didn’t grant Spain any sailing rights. The Muslims blocked the land routes. The Moors had been expelled from Spain, so I doubt if they were consulted.

Actually, it was none of the above. Spain looked to the west because it was landlocked to the east. And they knew the Indies weren’t anywhere along the Mediterranean Sea – that area had long ago been explored. No point in heading north, because the Indies were a hot land, and heading north only ended up in a bunch of icebergs. So West was the only direction open to them.
