First of all, it is a clumsy sentence, which uses dependent clauses, an awkward use of tense, and far too many commas, to be effective as appropriate English prose.

It’s argument is also rather fustian.

It is best, when writing in Formal English, so it has been said, to eschew excessive punctuation, and, also, to be, as it were, succinct, that is to say, precise, in one’s use of the common, though some would call Noble, inestimable, comma.
