I’d say it was due to a combination of factors.

The Pope engineered a treaty between Spain and Portugal as to which areas of the New World, Africa, Asia, etc. were under the purview of each, but other nations were not in the treaty, so Russia, England, France, Dutch etc. went their own way, ignoring the Pope’s treaty.

There were a whole series of conflicts between England and Spain and other nations. Those other conflicts were a huge distraction to the both of them, such as the Moors of southern Spain.

I thought it was “C,” which helped make England a much stronger world power than Spain, who had been up to that point.
