Well i think it depends on what context your using it in. If your saying it to yourself & just making a statement then its a full stop but if your asking someone then it needs to be a question mark. Say it to yourself, if you raise your voice at the end then it’s a question if you say it in the same way throughout then its a statement. I personally think it’s a statement & doesn’t need a question mark.

It is a statement. You would use a period. If you were to use a question mark, you would rephrase it to read, “Where is he going?”

Period~for a statement. Also, don’t forget to put the period on the outside of the quotes. ๐Ÿ™‚ I used to always forget that.

OR

I wonder, “where is he going?”

Notice that in the question form, it only makes sense if you switch “he is” to “is he”. In the phrasing you gave, it is ALWAYS a period.
