Adjectives are words that describe or give “depth” to a noun, pronoun, or adjective. (An adverb gives description to a verb.)
In the above, one, less, and rain all are adjectives because they describe nouns (way, paper, and forests).
However, because “rain” forests does not tell you how much, we won’t consider that one. We will, however, consider the other two.
“Less” is used for something you can’t count, like water or time. Numbers or “fewer” are used for things you can count, like coins or people. (For example, you can have fewer people in a class, but you can’t have fewer water in a glass.)
For that reason, “one” would tell how much – you know exactly how many to which it refers.
“Less” does not tell you how much – it just compares that amount to another amount, and so it is a comparative adjective.
So, your adjective telling how much would be “one.”
