70000cl just move the decimal point 2 places to the right. the decimal point is at the end of the 700 the chart goes like this, the left of the base unit which in the liter, meter, or grams, it goes up the graph to deca, hecta, kilo, mega giga, if you go from the base unit to any of these, move the dicimal point to the left how ever many times it is. after kilo it is 6 places to mega, and 6 to giga. The decimal point is always at the end of the number. The units to the left of the base unit is deci, centi, milli, micro, and nano. when going from the base unit to one of these move the decimal point to the right how ever many times that is. from milli, to micro, and micro to nano it is 6 places. Hope this help, it would be good to make your own chart to go by.
