whenever you see negative power, its 1/something. for example, x^-2435=1/ x^2435.

so

2a^-5=1 / (2a^5)

7b^-5=1/ (7b^5)

so [1 / (2a^5)] / [1/ (7b^5)]

=[1 / (2a^5)] x [(7b^5)/1]

=[1 / (2a^5)] x 7b^5

=7b^5 / 2a^5

see how it works now? if both power are the same negative numbers. just flip them. then change the power to positive. example,

x^-6 / y^-6 = y^6/ x ^6,

(abc)^-34 / (xyz )^-34 = (xyz )^34 / (abc)^34

2a^-5 = 2 / a^5

and

1 / 7b^-5 = b^5 / 7

Notice the coefficients of 2 and 7 DO NOT move.

So, the correct answer is:

2b^5

7a^5
