This depends on the type of story. Mood is definately a way to manipulate your audience into feeling a certain way towards a certain character (IE making you thnik the bulter comitted the crime) this appeals to your sense of logic and emotion at the same time. Flashbacks can work, if used correctly, when in doubt ask your teacher/professor etc. what they want to see in the work that you are creating for them to read.

Because people vary in their life experiences, their receptiveness to an author’s intended or created mood depends upon how it is presented and how the reader interprets it. Since how the reader feels and the intended or created mood are both present when reading, both are necessary and provide input to the resultant mood.
