If you are in a country where wheels are banned…?
If you are in a country where wheels are banned and there is a security officer in a border to a country where wheels aren’t banned, how will you convince the officer to allow you to cross the border carrying a wheel?

You don’t have to convince the guard bc you are in the country where wheels are banned and you are entering the country where they are allowed. Therfore, the guard doesn’t care that you are bringing a wheel with you because they aren’t illegal there.
Its like a 19 year old American carrying beer into Canada. We don’t care, because you can drink when your 18 or 19 here. But if you went from the states to Canada, THEN you’d have a problem.
