The method suggested earlier works well, or, if you are allowed to use tape, you can start at the outside edge and stop just before you come to the corner, turn the card, cut a narrow strip, stop before you come to the corner, turn the card, etc.etc. When you finish, tape the end to the beginning and you can likely drive a car through it if you have made the cuts narrow enough.

first fold it in half long ways. then on one side, start cutting towards the crease and stop before you cut the crease. then flip the card upside down and cut the index card from the crease up until almost getting to the end. do this all the way until you get to the end.

Fold it in half hamburger style, then cut it about 8 times evenly spaced starting from the folded edge. Then cut in between those cuts from the other side. After that, you must cut across the folded edge to make it one giant hole. Check the link; it’s pretty cool.
