Not to be mean, but first of all there were no american merchants in the 1600s because there was no america, it was British North America. The merchants reaction to the Navagation Acts were mixed. The first navagation act only let things made in Asia, North America and Africa to be shipped to Britain in British Ships, this was not inforced very much. The Second Navagation Act made it illegal for the colonies to import or export anything to any country except for Britian or their plantations. This act was enforced and the colonists hated them. They had very good trade with other countries and many merchants were ruined. The merchants did not like the Navagaton Acts at all. The coloniests economy was hit very hard.
