I felt like accusing the administrator of not paying the building’s bills and deliberately letting us lose hot water, but I didn’t.

Most people would put a comma after bills, which would be a comma splice which is incorrect.

A. is wrong because it starts a sentence with a conjunction (and).

B. is also wrong because it starts a sentence with a conjunction (and).

a and b are both wrong, you can’t start a sentence with “and”.

(unless you’re doing creative writing and you’re really doing it on purpose.)
