but “the self”, “to be and become” and the whole last part are so vague.
It’s trying, poorly, to say that health education helps people take charge of their own well-being, and that this somehow translates into a greater ability to reach their potential as a person.
You can’t, unfortunately, try to analyze anything a politician says. Most of the time they don’t know what they mean.

It’s a kind of stupid sentence, if you ask me. It says almost nothing, and is certainly unrelated to Health Education!!
