The verb “consists” is not used correctly in this statement. It’s no wonder you don’t understand it. Substitute something like

“It behoves us to …. ” The meaning then is that it is our responsibility to try to think of better ways of deciding things and doing things. Think of which groups or institutions make the important decisions in our society. For example, the Government with making laws and policies- global warming, invading countries , the judiciary – the legal system, the medical world- decisions about what research to do into which diseases, the scientific world- should we clone, stemcell research.

The important decisions that are made in the world, should we as individuals have more say?
