No. The number of protons and electrons in an atom are always equal; neutrons have nothing to do with electrons.

Further, the only relationship between protons and neutrons is that the number of protons + the number of neutrons = the atomic mass of the element.

no…the only thing that influences the number of electrons in a atom is the amount of protons…and they are equal
