At the Philadelphia Convention, before the Constitution was completed, the state delegates were engaged in argument about the issue of legislative representation. The bigger states wanted it to be based on population (because they would have more representatives than smaller states, who had less residents) and supported Madison’s Virginia Plan. The small states rallied behind an alternative to this called the New Jersey Plan, which called for equal representation.
The result was a committee appointed to specifically handle the issue. The committee, headed by Franklin, created a proposal for what is called the Great Compromise, calling for a two-house legislature: states would be presented in the lower states based on population, but the upper house would have two representatives from each state.
As you might realize, this is exactly as it is today. The lower house is the House of Representatives, and the upper house is the Senate.
The proposal broke the deadlock of argument in the convention and was accepted by the delegates on July 16, 1787.
